When you are done exploring Lilycove, go back to Route 121 and go to the middle of the route, then go south to Route 122. There are no items or trainers in Route 122, so just Surf south through the route until you reach Mt. Pyre in the southeast.

In order to unlock the Sky Pillar, you will need to talk to Wallace in Sootopolis City. You will need a Pokémon with the Dive and Surf ability in order to access it. You can get Surf in Petalburg City and Dive in Mossdeep City after beating each of the Gym leaders.

Find Steven at the very top of Meteor Falls. You’ll need a Pokemon with Surf and Waterfall to ascend to the top of the waterfall near the entrance. Take the first ladder in the back room, follow the path to the northwest to another ladder, and then climb up the staircases to reach the highest point of Meteor Falls.
